STB introduces new service-focused reciprocal switching NPRM - Logistics Management

The Surface Transportation Board (STB) has released a Notice of Proposed Rulemaking (NPRM) focused on reciprocal switching in response to poor rail service. Reciprocal switching would allow a rail shipper to access another railroad if certain conditions are met. The proposed regulations offer a streamlined path for a reciprocal switching agreement based on three performance standards. The STB also proposes that rail carriers provide historical service data to customers upon request and standardize service metrics. The proposed reciprocal switching agreements would last a minimum of two years with the possibility of termination.
