The US Navy is spending billions to stabilize vendors. Will it work?
The U.S. Navy anticipates that the submarine-industrial base will be able to deliver attack submarines on time by 2028, despite struggles to meet demand and disruptions caused by the pandemic. The Navy plans to spend $6.3 billion to strengthen the submarine-industrial base, in addition to the annual cost of purchasing and repairing submarines. The first tranche of investments, totaling $2.3 billion, has been used to enhance supplier development and shipyard infrastructure. The Navy is also seeking to outsource some of the work to meet increasing demand.
